The pace bowler has secured 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chief selector Bailey has stated that skipper Cummins will be a central figure in the forthcoming historic rivalry.
Speculation had been growing that Cummins might sit out due to a persistent back stress problem that remained unresolved.
Previous updates from team management suggested no final decision had been made regarding whether he would play, with the Test matches scheduled to begin on November 21 in the WACA.
Bailey expressed that the captain is progressing and remained hopeful about the likelihood of being involved.
"It's clear that the window is narrowing and multiple considerations at play, not only his injury, but other factors as well," he commented.
"The outlook is good. We firmly believe that he'll participate in a key capacity. Hopefully it's the first Test. Otherwise, we'll adjust."
Previous Setbacks
Cummins was ruled out Australia's limited-overs series against New Zealand and India last month after medical tests showed a lumbar bone stress.
Previous incidents include of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in four years.
He emphasized he would be bold in recovery efforts in his recovery plan to make the squad for the Ashes.
Bailey noted that it was unclear if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "pressing" for him to regain fitness for the opener.
Backup Options
If he's unavailable, veteran batsman Smith will take over the captaincy.
The talented all-rounder was withdrawn recently from the ODI lineup for their ODI contests against the Asian giants as a preventive step because of an abdominal issue.
He labeled it as a "small issue and stated that he'll feature in the Sheffield Shield, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the first Test as an dual-role player," the selector detailed.
"Originally, he'd only feature in the first two ODIs anyway. How he handles the bat in limited-overs, should it hinder progress for another day, the choice was made to adopt a safer strategy."
